Pursuant to GC § 36933(c)(1), the City must publish a summary of a proposed ordinance or a proposed amendment to an ordinance provided that the summary is posted in the manner specified in GC § 36933(a) at least five (5) days prior to adoption of the proposal and within fifteen (15) days after adoption with the names of the Council Members voting for and against the proposal.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONTCLAIR ADOPTING THE MONTCLAIR CORRIDORS CODE; AMENDING PORTIONS OF TITLE 11 (ZONING AND DEVELOPMENT) OF THE MONTCLAIR MUNICIPAL CODE; REPEALING THE HOLT BOULEVARD SPECIFIC PLAN AND THE MONTCLAIR PARKWAY PLACE SPECIFIC PLAN; AND UPDATING THE OFFICIAL ZONING MAP OF THE CITYOF MONTCLAIR

Summary

The Ordinance repeals the Holt Boulevard and Montclair Parkway Place Specific Plans, adopts the Montclair Corridors Code, and revises the City’s official zoning map and Montclair Municipal Code (MMC) accordingly. Developed as part of the 2020 General Plan Update, the Corridors Code aims to realize the land use and regulatory objectives laid out in the 2020 Montclair General Plan. It introduces new zoning designations and development standards for properties along the Central Avenue (south of the I–10 Freeway), Holt Boulevard, and Mission Boulevard corridors. Its implementation necessitates MMC amendments to repeal and update existing zoning designations for parcels within the Corridors Code boundaries, add new land use designations (Neighborhood Residential, Neighborhood Edge, Commerce Mixed-Use, Commerce Industrial, and Civic), and resolve future policy and land use conflicts.

History

The Ordinance was introduced for first reading at a regular City Council meeting held on Monday, December 2, 2024, which was approved by a 3-2 vote (Dutrey, Johnson, and Martinez voting in favor; Ruh and Lopez opposed).

A Public Hearing is scheduled to take place before the City Council at its regular meeting on Monday, December 16, 2024, at 7:00 p.m. in the Council Chambers located at City Hall, 5111 Benito Street, Montclair, California to hear comments from the public prior to consideration of the Ordinance’s adoption.

Effective Date

30 days after adoption.
