Pursuant to GC § 36933(c)(1), the City must publish a summary of a proposed ordinance or a proposed amendment to an ordinance provided that the summary is posted in the manner specified in GC § 36933(a) at least five (5) days prior to adoption of the proposal and within fifteen (15) days after adoption with the names of the Council Members voting for and against the proposal.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONTCLAIR REPEALING THE NORTH MONTCLAIR SPECIFIC PLAN AND ADOPTING THE ARROW HIGHWAY MIXED–USE DISTRICT SPECIFIC PLAN (CASE NO. 2024–55)

Summary

The Ordinance repeals the North Montclair Specific Plan and adopts the Arrow Highway Mixed-Use District (AHMUD) Specific Plan, aligning with the land use and regulatory objectives of the 2020 Montclair General Plan Update. Covering about 165 acres along Arrow Highway’s northeast and northwest corridors in the City, the AHMUD affects an area predominantly comprising residential, retail, and light industrial spaces. The AHMUD includes new land use regulations and standards regarding future development as well as provisions to allow new mixed-use and residential development. The plan aims to transform this space from a disconnected set of commercial and industrial sites into a unified, pedestrian-friendly neighborhood that leverages existing industrial activities. It proposes a diverse mix of upgraded and new facilities, including small-scale manufacturers, retail, offices, various housing types, civic buildings, and recreational spaces. Moreover, the AHMUD Specific Plan encourages more flexible design standards and promotes more efficient land use.

History

The Ordinance was introduced for first reading at a regular City Council meeting held on Monday, December 2, 2024, which was approved by a 4-0-1 vote (Ruh absent via recusal).

A Public Hearing is scheduled to take place before the City Council at its regular meeting on Monday, December 16, 2024, at 7:00 p.m. in the Council Chambers located at City Hall, 5111 Benito Street, Montclair, California to hear comments from the public prior to consideration of the Ordinance’s adoption.

Effective Date

30 days after adoption.
