Attention Montclair Community

Effective immediately, and until rescinded, dine–in restaurants within the City of Montclair will be allowed to temporarily create or expand al fresco (outdoor) dining areas notwithstanding any preexisting limitations imposed under the Montclair Municipal Code. This City of Montclair Community Guidance is based on provisions of Dine–In Restaurants Guidance issued by the California Department of Public Health updated on Thursday, July 2, 2020 and Guidance on Closures of Sectors in Response to Covid–19 by Governor Newsom and the California Department of Public Health published on July 1, 2020.


In efforts to provide more testing opportunities for San Bernardino County residents, community testing events are being held throughout the county. At these testing events, samples are collected by inserting a swab up the nostril or into the mouth to the throat. These samples are then sent to a laboratory for COVID-19 testing. Events are free of charge and do not require health insurance.


On May 14, 2020, the County of San Bernardino launched the COVID-Compliant Business Partnership Program to support local small businesses and help ensure ongoing compliance with State and County health orders and direction.

The Governor’s Office of Business and Economic Development’s site has up to date information available for businesses that want to stay or grow in California. It provides information regarding tax agreements that will be negotiated and approved using various sub-links on this site. There is also information from the committee’s meeting at hand along with documents of California’s Tax Credit Fiscal Year and various tax regulation guides.

State Infrastructure Bank

The Infrastructure State Revolving Fund Program provides financing to public agencies and non-profit organization for economic development projects with amounts ranging from $50,000 to $25,000,000 with loans up to 30 years. This site states the prerequisites and guidelines to be an eligible applicant to be funded for a project, among which are drainage, public transit, defense conversion, and power and communications facilities.

CDC helps small businesses expand and create jobs by offering an array of loan programs. They provide an estimate of the type of loan you may receive, define the qualification criteria, and assist with pre-qualification to loan closing.             

MicroEnterprise Collaborative of Inland Southern California

In collaboration with AmPac Tri-State CDC, MicroEnterprise Collaborative of Inland Southern California (MECISC) provides small businesses with small loans to create new and better jobs that provide good wage, benefits, a stable schedule, safe working environment, and other qualities.  The Collaborative also helps small business owners find resources and access to capital they need by endorsing public policy that supports Micro-Business funding.

AmPac Tri-State CDC

AmPac is a certified lender of the Small Business Administration. The SBA Certified Development Company provides up to 90% SBA 504 financing to refinance conventional for equipment and real estate.   A qualified business may pull out up to 75% cash.               

Accion Micro-loans

Accion core product is small business microloans ranging from $500 to $50,000, with a current loan average of $10,000.  Loan consultants work with business borrowers one-on-one to assess their credit and business viability for loan approval.  Offices are located in Riverside and Ontario.

Micro-loans, Opportunity Fund

The Opportunity fund is California’s leading microloan program, approving a microloan about five times a day producing large results like increased income and new jobs.

ETP is a cooperative business-labor program designed to retrain workers.
