What time should I place my trash containers at the curb?
Trash containers should be set out the night before or no later than 6:00 a.m. on collection day.

Where should my trash containers be placed?
Place your trash containers in the street, curbside, with the wheels touching the curb.  The containers must be placed at least three feet from any obstructions, such as a vehicle, fence, lamppost, power pole, or mailbox and one foot between other automated containers.  Vehicles may still be parked in the driveway or on the street as long as they are no closer than three feet from the containers. Should a vehicle block access to the containers, collection cannot be made.

What are the charges for residential trash and sewer services?
Residents are billed $53.76 for trash and $50.58 for sewer every other month. Multifamily owners are billed $65.88 per unit for trash and $50.58 per unit for sewer every other month.

How often will I be billed for trash and sewer?
We bill every other month, on the first of the month, unless the first falls on a weekend, in which case the billing is done the following Monday.  The billing is done two months in arrears.  When billed you will be billed for the previous two months of service.

I just moved to Montclair.  How do I start trash service?
Contact Monte Vista Water District at (909) 624-0035 to start water service.  The District will then forward all of your information to the City so a new trash account can be created and service can be started.  Information given to the District is forwarded to the City on a weekly basis.

Can I choose my own trash hauler?
No. The City of Montclair has an exclusive contract with Burrtec Waste Industries, Inc. for all residential and commercial trash collection.

Is trash collection mandatory?
Yes.  The City of Montclair requires weekly trash collection service for all residential and commercial properties.

The benefits of this mandate are:

  • Discourages illegal dumping.
  • Supports the City's recycling goals by providing a controlled waste stream.
  • Promotes public health by ensuring weekly trash removal from all properties within the City.

Are trash, sewer, and water all on one bill?
No. The City of Montclair bills for trash and sewer only.  Monte Vista Water District bills for water.

I'm moving out of the City of Montclair.  How do I discontinue my trash and sewer service?
To discontinue service and receive a closing bill, you must contact Monte Vista Water District at (909) 624-0035. The District will forward the information to the City.

How and when can I pay my trash and sewer bill?
Payments may be made inside City Hall, Monday through Thursday from 7:00 a.m. to 6:00 p.m.  Payments may also be made by mail, utility drop box outside City Hall, automatic deduction from your checking account, or by credit card.

Are there utility payment drop boxes located at City Hall?
Yes, for your convenience we have two payment boxes located at City Hall, 5111 Benito Street.  Payments received by 7:00 a.m. will receive same day credit.  Payments for trash and sewer, business license and City insurance payments may be deposited in the drop boxes.

  • Walk-up drop box is located next to the City Hall entrance on Benito Street.
  • Lobby drop box is located on the counter next to the payment windows.

Can I have my trash and sewer payment taken directly from my checking account?
Yes.  To set up your direct payment, please contact Customer Service at (909) 625-9472 to request an application or click on the link below to download an application.  The account holder's signature and a voided check are required to complete this process.  The payment will be deducted from your checking account on the 10th day of the month unless that day falls on the weekend, in which case the account will be debited on the Monday immediately following the 10th day.

Can I pay my trash and sewer bill with my credit card?
Yes, the City accepts Visa and Master Card as payment for all City-provided services.  Credit card payments can only be accepted inside City Hall.

Can I pay my trash and sewer bill over the Internet?
Yes.  You may pay your trash and sewer bill on our webpage by credit card or check.  Just click on the link below to get started. Any payments made after 5:00 p.m. will be applied on the following business day.

Is there a senior discount available for trash and sewer service?
Yes.  If you are 65 years of age or older, just come in to City Hall and fill out a senior discount card or click on the link below for an application.  Proof of age is required, the trash and sewer account must be in the applicant's name and the applicant must reside at the service address.

How do I request trash containers?
Contact Customer Service at (909) 625-9472.  The City of Montclair provides residential households with one (1) black trash container, (1) green greenwaste container, and one (1) blue recycling container.  Additional containers may be requested for an additional cost of $5.50 a month for a black trash container, $3.50 a month for a green greenwaste container, and $1.25 a month for a blue recycling container.  Extra containers must be kept a minimum of 6 months.

How do I replace a damaged trash or recycling container?
Contact Customer Service at (909) 625-9472.  Damaged containers are replaced free of charge and are normally replaced within 48 hours.

What happens if my trash day falls on a holiday?
Following is a holiday schedule:

  • New Years Day

  • Christmas Day

If the holiday falls on a weekday, your trash will be delayed one day.  If the holiday falls on a weekend, your trash service will not be affected.

Why was I charged a late fee on my trash and sewer bill?
All payments not received by 6:00 p.m. on the due date will be charged 10% of any unpaid balance.  Payment window hours are 7:00 a.m. to 6:00 p.m. Monday through Thursday.  DO NOT MAIL YOUR PAYMENT ON THE DUE DATE.  Postmarks will not be accepted as proof of timely payment.

What happens if my check for payment of my trash and sewer account is returned from the bank?
A returned check fee of $20.00 will be charged for any check returned unpaid by the processing bank.

I received a collection letter.  What do I do?

Can I recycle plastic?
Yes. Assorted plastics with a number 1 through 7 in a triangle on the bottom of the container may be placed in your blue recycling container.

How do I order recycling containers?
For residential recycling containers contact Customer Service at (909) 625-9472.  The City of Montclair provides all residents with one recycling container.  The cost for an extra recycling container is $1.25 a month and must be kept for a minimum of 6 months.

For commercial recycling bins contact Burrtec Waste (909) 620-1353.  Cost is determined on a case-by-case basis.

How do I dispose of bulky items like appliances and furniture?
Residents are allowed two complimentary opportunities each calendar year to schedule curbside pickup of up to five bulky items per collection.  Please call Burrtec directly at (909) 620-1353 to schedule an appointment.

Why was a lien placed on my property for trash and sewer services?
In January 2002, the City of Montclair passed an Ordinance allowing liens to be placed on properties that have past due trash and sewer bills.  Once accounts become 90 days delinquent, owners are sent a notification letter by certified mail and a lien is placed on the property if the delinquency still goes unpaid.  A $50 lien fee and a $21 release of lien fee is added to any lien amount before the lien is placed with the County of San Bernardino.

A trash and sewer lien was placed on my property.  What do I do?
If a lien was placed on your property, payment in full can be made directly to the City of Montclair up until August of each year. In August of each year any unpaid liens will be assessed on the property taxes.

 

Why was my property assessed for trash and sewer services?
In August of each year, any unpaid liens on a property are placed on the property owner's tax bill.  At that time, payment of the lien can only be made with your property taxes.  Once full payment has been received, a Release of Lien will be filed on your behalf with the San Bernardino County Recorders Office.

I'm refinancing/selling my house and trash and sewer liens have been placed against my property.  What do I do?
Ask your Mortgage Company to fax a request for a demand letter to the Lien Desk at (909) 398-1497.  A demand letter will then be faxed to your Mortgage Company.

What is the Paramedic Subscription Program?
For just $24 per year or $4 per trash and sewer billing cycle for residential subscribers or $50 per year for businesses with 15 or fewer employees and $100 per year for businesses with 16 or more employees, you may subscribe to Montclair Fire Department-provided Emergency Medical Services (EMS).  This program includes all Basic Life Support services and Advanced Life Support (paramedic) services provided by the Fire Department.

Under no circumstances will the delivery and application of available Paramedic services provided by the Montclair Fire Department be delayed or refused based upon a person's or businesses participation in the Paramedic Subscription Program or their ability to pay.

All Montclair residents and businesses have the opportunity to participate in the Paramedic Subscription Program.  Membership provides unlimited use of the EMS services provided by the Montclair Fire Department for the subscribers and their family members and for the business owners and their employees.

How do I apply for the Paramedic Subscription Program?
Contact Customer Service at (909) 625-9472 or the Fire Department at (909) 447-3540 to request an application.

Who is eligible to join the Paramedic Subscription Program?
Any resident or business within Montclair's city limits or within the unincorporated area of San Bernardino County protected by the contract by the Montclair Fire Department.

Who is covered if I subscribe to the Paramedic Program?
Immediate family members of the subscribing member and employees of the subscribing business during business hours.

Are visitors of the subscribing member and businesses covered?
No, only the immediate family members or employees.

 

Is my ambulance ride to the hospital covered?
No. Medical transportation, emergency or non-emergency, is provided by a private company and will be billed separately.

Will the Fire Department still respond if I do not subscribe to the Paramedic Subscription Program?
Yes, the Fire Department will respond to any and all calls for assistance.

Will I be responsible for any of the charges if I become a Paramedic Subscription Program subscriber?
No.  You will not be responsible for any Fire Department charges.  However, your insurance carrier, Medicare, or Medical will be billed and any payments from them will be considered payment in full.  Non-subscribers will be billed for the full amount of the services received by the Montclair Fire Department.

If I decide not to join the Paramedic Subscription Program, what are the charges for the Emergency Medical Services provided by the Montclair Fire Department?
Resident, Basic Life Support - $0 per call
Resident, Advanced Life Support - $100 per call
Nonresident, Basic Life Support - $299 per call
Nonresident, Advanced Life Support - $387 per call

My property is currently served by a private sewer (septic) system.  Can I connect to the City sewer system?
Yes, if a City sewer main is available adjacent to your property.  Contact the Public Works Department at (909) 625-9446.

If your property is located in unincorporated San Bernardino County within Montclair's sphere of influence, it may also be possible to connect if a City-owned and maintained sewer main is available.  Contact the Planning Division at (909) 625-9477 for information on the application process and fees.
