Michael Diaz, City Planner, is responsible for the daily activities of the Planning Division, including assigning, coordinating, and tracking new and ongoing projects, interpreting City and departmental policies to appropriately respond to public inquiries, meeting with prospective developers interested in Montclair, managing each Planning Commission agenda, and supervising Planning Division staff. He is also the City's liaison to the San Bernardino Local Agency Formation Commission (LAFCO), which involves the processing of annexations and requests by property owners in the unincorporated County area to connect to the City's sanitary sewer system. Mike holds a Bachelor of Science degree in Urban and Regional Planning from Cal Poly Pomona and also a Master of Arts in Apologetics from Simon Greenleaf School of Law (now Trinity Law School).
Mike possesses a diverse wealth of knowledge gained from nearly three decades of public planning experience. Prior to joining the Montclair team in 2008, he worked in the respective Planning departments of the cities of Pomona, Claremont, and Rancho Cucamonga. Mike can be reached at (909) 625-9432.
Silvia Gutiérrez, Associate Planner, joined the Montclair family in 2010 and possesses over a decade of public sector experience in Planning and Redevelopment. Silvia assists project applicants, developers, and the general public at the counter, over the phone, and online. She is also responsible for processing applications from start to finish, including researching files, conducting field work, and preparing and presenting staff reports to the Planning Commission for consideration and action. Silvia holds a Bachelor of Arts degree in Political Science, as well as a Master of Arts in Urban Planning from UCLA. Laura Embree, Administrative Secretary, is usually the first contact the public has with the Planning Division. Laura handles inquiries at the counter, over the phone, and provides basic land use and zoning information to the public. She is also responsible for preparing agendas and transcribing minutes for each Planning Commission meeting.
